Interesting stuff. The 28GHz band has been in use for a long time for line-of-sight fixed wireless communication. Most of the 1-foot parabolic dish antennas you see around the city would be 28GHz or 30 GHz systems. Typically they are short links because that frequency suffers quite a bit from rain attenuation, but it has the advantage the wavelength is so short you can get a very high gain from a small antenna.
These waves are very challenged by concrete as well. My guess is you'd need an antenna in every room for it to work as a mobile technology.

Take a look around outside, do you see antennas every 2km in line of sight of each other?
You could increase the range by boosting the power output, but you wouldn't want to stand anywhere near an antenna if you did. It would warm you in winter, but not for very long.
On the other hand, this type of transmission is probably ideal somewhere like Hong Kong, where there are antennas on most buildings, and the buildings are tall, so people on the ground don't get cooked so much. As miw mentions, there are still attenuation problems with short wavelengths.
The question is not want we want/need but what we can afford. I prefer the coalition's NBN plan purely based on cost.

I rather the $10 billion be spent on education or health care than allowing people to download porn at faster rates.
I was under the impression it wasn't being funded via taxes. They expecting a return of 7.1% PA on it.
You also have to consider that Education and Health care will be boosted by this plan anyway due to the speed finally making video calls among other things a reality.
There are a lot of smart people out there who will come up with ways to utilize this new tool for the benefit of our country.

Thats 25 megabytes/second right? Potentially a 1 gb movie file in 40 seconds? Seems pretty fast to me and really, how much faster does one need?
I am using Telstra cable at the moment and it gets nothing like that speed, but still seems considerably fast compared to what I have used in other parts of the world.
