sounds like crap to me. i'm guessing they are including the wrong paint as a defect if they are coming up with 85%. it simply doesn't make it past the sanity check.

If they tear down 85% of the building constructed since 1995 won't that cause a massive housing shortage.

100% of apartment blocks have some kind of structural defect. End of story, and it has always been thus. Reality is that your building inspector will keep searching for structural defects until he finds one just to cover his arse.
Basic due diligence can find the ones that are actually going to cost you money. First there is the building inspection that will pick up most of them, and then the strata search will find past and pending repairs.
