ie. the contraction boom alone will not assure Sydney house prices soar... indeed, a construction boom increases supply, so one could argue it can have the opposite effect.

It is more likely that the construction boom is the result of increased demand... possibly compounded by increased infrastructure.

Yes. Infrastructure is not simply built around an army of "hi ho hi ho, it's off to work we go" suburbanites pouring concrete. You need soft skills related to architecture, structural engineering, MEP engineering, integrated services, BIM, CAD, etc.

Well I think most of us know what organisational disciplines are involved in delivering infrastructure projects, and those skills that you have identified above certainly aint soft skills.

Yep, fair enough. "Soft skills" as in problem solving and design perhaps doesn't accurately relate to what can be outsourced. Architectural design (yes, it does apply to infrastructure) particularly computer-aided 3D applications, project management, and engineering can all be imported. Cheaper to use equally or better skilled engineers and technicians in Vietnam.
All the "Hi Hos" can be sourced locally. In the Middle East, they use Pakistanis and Bangladeshis for that.
