In addition, they reformed the system whereby an overseas student with a short-term vocational qualification gained in Australia could receive a permanent visa ahead of other professions. Removing the link between studying in Australia and a permanent visa caused applications for student visas to decrease by 17 per cent.
Furthermore, reform of the temporary long term skilled 457 visa program resulted in a 20% decrease in primary subclass 457 visa applications.
As far as I know there have been no further announcements since then, so there is no reason to expect another sharp fall in the population growth rate.
There have been no further major policy changes - BUT the most recent policy changes (re:student visas) are only starting to flow through the system now. Making it harder for students to get PR had limited immediate impact on our migration numbers. After all, if you've already started studying for a 3 year degree you're hardly going to drop out because of such changes. But in the medium terms it will mean substantially less international students and people getting PR.
So in a sense, the figures cited are a lagging indicator.
When they fully flow through it will be interesting to see how the net migration figures contrast with your previous predictions that population growth will consistently be at least 2%.

Yes, students are not coming as short term visitors also head down and those here already, how many 300,000? will need to leave as long term visitors, so more downward pressure. This lag will not take 3 years as many students will fininsh at the end of this year, so I would expect to see a repeat of November peak emigration that we saw in November, 2010.
Are we making it a option for these students to stay who are caught midstream in the policy change? We need them as much as there nation of birth, one would think. Because they are already here, it would not increase our population since they are already counted and reported on in past abs numbers. So by staying, they do not increase the population growth rate. That should keep the 0% population growth team happy?
I note your comment to Shadow and was not aware of any Shadow predictions beyond the next official figure in march to be 1.5% I think. Shadow did do the main charts, so he appears to seek the truth more than a bias, even when the reveal of the truth is against that bias. That's called learning.
