I think I've confused you guys about the see breeze stuff, yes living near the ocean you get the breezes.
What I was referring was those Winter winds, you can't have some outdoor stuff on the balcony. I've seen pot plants get bowled over etc.
You are a local person who has grown up in Perth Jimbo, have you noticed the type of homes in Spearwood? There's been the local fishing families who lived there & some moved on to Port Coogee. So its each to their own to where someone calls their piece of castle. Yeah it's taking time to develop but I don't think most people will have regrets.
Mike, I'm aware of what wealth brings, & it's not just the home that's designed with thought, for me $9mill is over the top, I'd rather utilize it in other ways & get the rent $ in. If you know someone who is a member of the Freo Yacht club (now that's a boys club )you will see some builders do not just own nice houses & cars. Think how much fuel would cost to maintain & own those boats...& some employ their own Skipper.
Without asking too much info is the Italian Sicilian? quite a few hot blooded Sicilians out there... Some are not total morons & have years of experience.
I don't have to tell you to carefully consider building materials in building a home near the ocean, salt spray can damage stuff. Do your research.

I would only build using a block and render system with an oil based weathershield coating. I would go for either a flat roofing system or clay tiles (no metal sheet). I owned a house in the UK that used to get hit by waves in the winter storms.
For windows I would go with double glazed and toughened units in UPVC frames.
Back in the 70's it was rare to see any housing on the ocean side of the scarp due to the harsh nature of the westerlies and the salty air, but with decent materials, that can be overcome somewhat. I remember it was always easy to spot someone from the western suburbs back then because their cars were always rusty from the salt air.
I used to sail for EFYC. Sabot and then Pelican class. Won quite a few races in my day as well. Still sail now but for pleasure only.

Port Coogee may be nice in ten years time but at the moment it is nothing more than a giant building site and has been for the last five years. I know the area well as I used to fish at the old Robbs Jetty.
It gets as blustery as hell in the afternoons as it faces due west and is north of the protection of Garden Island. The Dome cafe is quite nice and I was there at the launch party late last year. Not much else there at the moment although the banners state there will be shops and restaurants.
If a passenger train service was opened on the old railway into Freo Esplanade it would help, but as it is, commuting into Perth would be hard work.
Still quite a few blocks for sale which I find odd considering that Mike claims Perth upgraders are starved of decent land opportunities in prime areas? Also, quite a few of the earlier built houses are up for sale at the moment. You can still pick up a block there for $530k and as the whole site is terraced, that would give you a clear ocean panorama from a second storey balcony. Hardly expensive for a level ready to build plot with all retaining walls in place.
Coogee is quite a popular spot with hoons, especially Robbs Road which is more rubber than road.
