"For the first time in decades, population and jobs growth are not geographically aligned," he said.
"We are witnessing the rise of a new phenomenon – drive-in-drive out suburbs where people live but cannot find work . . . allowing this trend to continue is a recipe for entrenched inequity and economic stagnation.
"More and more Australians are travelling further to work in areas where they cannot afford to live. We must reverse this trend now or watch increasing urban sprawl and traffic congestion rob workers of time with their families."
He said the Abbott government had no minister responsible for cities and that the "roads-only approach" to infrastructure investment, which Prime Minister Tony Abbott had argued would leave space for states to invest in rail, had "already collapsed".
Tackling the challenges facing Australia's cities required national leadership, Mr Albanese said, outlining 10 steps that could be taken including: integrated public transport and roads tackling housing affordability and lifting housing density; promoting jobs growth by investing in research precincts in the "middle rings" of cities, around hospitals and universities decentralising jobs growth by promoting second and third CBDs
Government, aside from building a few highways, has never really involved itself in suburb or city planning. I can't see that changing anytime soon either. No thought has really gone into our cities, we have simply followed the Roman model, build a city on a river and let it expand until the infrastructure feeding it fails. Then collapse into oblivion.
Even now the water infrastructure is failing, with half of the water leaving the dams around Brisbane leaking out before it reaches end users. "Can't they simply replace all the pipes?" No, the government can't afford it, and neither can the ratepayers. "Here, have a plastic watertank, but don't drink out of it until we tell you to."

I would disagree with this, from my perspective the 3 tiers of government have planned the living shit, and attempted to micro manage every possible aspect of just about everything!!!
And guess what? It doesn't work. Clearing out almost all the regulations, giving ownership of suburbs and towns back to the people living in the community and simply letting the free market do it's magic, would work much better.
