The IPCC say the warming stopped mainly due to the effects of negative phase Pacific Decadal Oscillation and La Nina. They don't subscribe to Kulganis' theory that the atmosphere couldn't hold any more heat and started putting it all in the ocean, nor do they subscribe to your theory that ice reached a temperature threshold that enabled it to start absorbing all the heat.
But what happened to all the heat that was previously causing atmospheric temperatures to rise? Where has all that extra heat gone?
If you believe all that extra heat started being absorbed by ice/sea two decades ago, then why wasn't the ice/sea able to absorb it all during the previous 100 years when temperatures were rising?

usually right now temperatures should be dropping, as it has in the past, as this effect takes temperature from the atmosphere - but instead, its simply flat-lining as there is an excess of heat due to warming that has been occuring - possibly in part due to increased CO2 in the atmosphere from greenhouse gas emissions.
this heat is in the oceans, and in the ice as latent heat energy build up that -according to scientists - will likely be transferred back into our atmosphere once the La nina effect is over.

Then couldn't the previous warming have been caused by exactly the effects you describe - i.e. 'heat rising to the top of ocean and being transferred back to atmosphere'.
If cooling can be caused by the oceans absorbing heat, then why can't the prior warming have been caused by oceans releasing heat?
I don't think it would be too hard to find experts around the world who don't see driving under the influence as a bad thing.

they all say explicitly that the warming effect is increasingly prevalent over previous cycles and we are definitely in an outlier period.
edit: likewise our atmosphere should be cooling right now if following the previous cycles but instead we are simply flatlining.
